But this is what Russia has been saying for more than 4 years now. Meanwhile, Ukraine’s strikes on port infrastructure, pipelines and refineries have reduced the Kremlin export capability by 1 million barrels per day, or a fifth of total capacity, and this won’t change. This is pure propaganda.
